And no this is not a painting/photograph/whatever. Yes it was made in Photoshop. Yes it is a vexel, if you don't know what a vexel is they have a great explanation at vexels.net, and if you disagree with the art form please don't take it up with me.

YES it is based off a photo. That is, after all, the point of a referenced vexel. It's not a filter, BUT it is not the same damn thing as a painting and does not require the same kind of skill. Vexeling is a helluva lot easier to learn than painting. Made with the pen tool, as opposed to a brush.
